Director-General of Marine and Costal Management
in the Department of Environmental Affairs
and Tourism, Dr Monde Mayekiso, has announced
that on Wednesday 15 June 2005, Minister Marthinus
van Schalkwyk, will issue invitations to the
fishing industry to apply for long term commercial
rights in the Cluster A fisheries. This follows
several months during which draft policies
were published and comment invited from stakeholders
in the industry. On 30 May 2005 Minister van
Schalkwyk released the final policies, incorporating
several important changes resulting from submissions
made by the fishing industry.
The allocation of rights for the 20 different
fishing sectors will be staggered over the
coming months. The Government Gazette to be
issued on 15 June concerns only those fishing
sectors in Cluster A, which comprises Hake
Deep Sea Trawl, Hake Inshore Trawl, Horse
Mackerel, Small Pelagics (Sardines and Anchovy),
South Coast Rock Lobster, Patagonian Toothfish
and Kwazulu Natal Prawn Trawl.
The invitation to be published by the Minister
in the Government Gazette on Wednesday 15
June 2005 will comprise the following schedules:
Schedule A, which will include the final
General Fishing Policy.
Schedule B which will include each of the
final Cluster ‘A' Fishery Specific Policies
which will guide the allocation of fishing
rights in each of the Cluster ‘A' fisheries.
Schedule C which will include the final specimen
Application Forms for each of the Cluster
‘A' fisheries for those applicants who hold
Medium Term Fishing Rights in the fishery
being applied for. For Patagonian Toothfish
a final specimen Experimental Permit Holder
Application Form will be published.
Schedule E which will include the final specimen
New Entrant Application Forms for each of
the Cluster ‘A' fisheries.
Schedules D and F which will comprise the
Explanatory Notes for each of the application
forms for Medium Term Right Holder Applicants
and New Entrant Applicants, respectively.
Lastly the Minister will publish a Schedule
G which will stipulate the fees in terms of
Section 25(2) and Section 25(1) of the Marine
Living Resources Act.
Prospective applicants for Cluster ‘A' fisheries
are expected to register and apply electronically
(only) as from Friday 17 June 2005 from 8h30.
This process will close on 1 July 2005 at
17h00. Applicants who have registered must
lodge their applications on either 14 July
or 15 July 2005 . Applicants are directed
to www.mcm-deat.gov.za to register and to
obtain further information regarding the distribution
and receipting process. Applications will
not be accepted from persons who failed to
register during the registration process.
Accordingly, applicants who want to apply
for fishing rights in one or more of the Cluster
A fisheries must first register on www.mcm-deat.gov.za
.There is no other manner of registration.
Hard copies of the application forms will
not be made available. Upon registration,
applicants will be provided with an electronic
application form for the particular fishery.
Once registered and the application fee is
paid, an application form will be issued.
Applicants will then have until 14 July or
15 July to hand in their applications at the
Good Hope Centre, Cape Town . Applicants must
read the General Policy and in particular

With respect to the Cluster B, Cluster C
and Cluster D fisheries, the Minister will
publish invitations for the Cluster B and
Cluster C fisheries in July 2005 and the Cluster
D fisheries in August 2005. The General Policy
must be consulted for instructions and guidance
on how each of these processes will be managed.
